Maybe there's dust inside. My video card overheated a few months back and started out with a low fps rate like you're getting, then finally started distorting the screen. How much RAM do you have? New to the game and always had this problem, or has it just started? And does it depend on whether you're in cities? If this doesn't help, try the tech forums on the WoW site.
