First off yes go with the green item it has higher stats and color dont mean squat if you got a green that beats it. The color indicates rarity. These colors go, most common to rarest, respectively, gray, white, green, blue, purple, orange, red. Gray and White are both vendor trash. Greens are usually good (usable at least). Blue's are rarer and odds are someone would want this item (These are generally pretty good). Purples or Epics are just about the tip of the iceberg aside from a few technicalities. These items are always very powerful and its almost guaranteed that somebody is looking for this specific item. There are also Legendary items which are orange. You may only see about one per server and they are as their name indicates "Legendary". They are also the most difficult to get (ex: Thunderfury Blessed Blade of the Windseeker). Finally theres Artifacts which are red. These are however GM only items. You wont ever see one short of becoming a full-time Blizzard employee.
References :
The item color is based off of rarity. Usually blues are better then greens and epics (purples) are better then blues. But if a green has better stats then yes, you should equip that instead.
